The Luxeon LED is much slower than the HPWT ones. You need a different
driving mechanism. I've been experimenting with the design Clock used
for the IR TX and I haven't had much success yet.

I don't have to think about this anymore we did some optical prototype
measured it that it will have a range of 3.0km - now it's a matter of it
to the top of the todo list, not a matter of design.
