Provided you get good precision on the drilling, all through components 
-- sure, can do -- but that's a lot of holes! I found that using 
laminate board was best, with an Archimedean hand drill (the kind you 
push up and down). Unless you have access to a decent drill press, but 
even then, accuracy is key.

Do yourself a favor, get boards made... is my suggestion.
