There is nothing suspicious on the pictures. I would take a multimeter and check if the through-plating is really missing.

In case of vias, which are through-plates just to get the wire on the
other side without any component being attached it's going to be difficult because the trace is covered with the solder mask. You would have to scrape the solder mask off with an exacto knife before soldering a wire through.
